Project Description:
The applicant proposes a new discharge of up to 30,000 gallons per day of treated sanitary wastewater to Halfway Creek, a Class A(T) waterbody from a secondary treatment plant at the applicant's facility located at 391 Goodman Road in Fort Ann. The applicant plans to operate a seasonal soccer camp, consisting of 8 fields, a sports dome, team clubhouses, bathhouses, kitchen/dining facility, maintenance building, office building, etc. The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System (SPDES) permit under Article 17 of the discharge regulated under this statue is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify Department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project. Refer to this application by application number listed above and SPDES number NY-0265462. In addition, an Article 15 permit for wastewater discharge outfall, and an Article 24 permit for stormwater discharge outfall into a regulated Class 2 wetland (#PM-5) has been applied for as a result of this application.
State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency:
Fort Ann Town Planning Board
State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. The department must consult further with OPRHP before making a final decision regarding the issuance of the permit.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Comments on this project must be submitted in writing to the Contact Person no later than Dec 23 2005.
