The Department is proposing
to renew and modify the SPDES permit for the Northport
Generating Station. The Northport Generating Station consists of four oil and gas fired
steam-electric generating units. Each unit has a maximum net generating capacity of 386
megawatts (1544 megawatts total). The station withdraws a maximum 643,000
gallons/minute (938 million gallons/day) of condenser cooling water from an intake canal
off the Long Island Sound. The canal, located on the west side of the station, ranges
from 150 to 200 feet wide and 15 to 20 feet in depth. The cooling water passes through a
separate intake structure for each unit consisting of two intake bays, each with a skimmer
wall, trash rack and standard vertical traveling intake screen (8 intake screens total). The
intake screens are about 10 feet wide, 27 feet deep, and contain 3/8 inch square wire
mesh.
This
SPDES permit authorizes the discharge of non-contact cooling water, treated
wastewater, boiler blowdown, storm water, and sanitary wastewater to both Long Island
Sound and groundwater. The modifications to the SPDES permit being contemplated by
the Department requires Keyspan to submit data and analyses related to the once-through
cooling system. The information will be utilized by the Department to determine best
technology available for minimizing adverse impacts to the aquatic resources of Long
Island Sound. Keyspan will also be required to review possible technologies and
operational measures to minimize aquatic impacts. The information is being requested
pursuant to 6 NYCRR Part 704.5 and 40 CFR 125 - Subpart J.
The
Northport Generating Station is located on the north shore of Long Island, within
the Town of Northport.

The applicant proposes to
subdivide a 7.2 acre parcel into two residential lots of 3.95 and
3.25 acres each. One dwelling currently exists on one of the proposed lots. Any
subsequent development located landward of the crest of the dune on the property will
likely be beyond the jurisdiction of Article 25 (Tidal Wetlands Act). The purpose of the
project is to provide two lots for residential development. The proposed project is located
at 164 Dune Road in the Village of Quogue, Town of Southampton in Suffolk County,
SCTM# 902-16-02-04.
