Project Description: The action involves a subdivision of 314 acres into three lots involving wetlands. One of the lots is 240 acres and is developed by a single family dwelling constructed in 2003. One single family dwelling is proposed for each of the other two lots. Each dwelling will be served by individual on-site wastewater treatment systems and well water supplies. Access to each for the lots will be afforded by private driveways off the Ore Bed Road. The project site is located in part within the “river area” of the Saranac River, a designated recreational river under the NYS WS&RR Act. The structures will not be visible from the river and no shoreline access is proposed.

Project Title: Otter Lake Improvement Association, Inc.

Project Description: The project sponsor proposes to release sterile triploid grass carp in Otter Lake to control nuisance rooted wetland vegetation. The goal is to provide long-term biological reduction of rooted wetland vegetation. Only US Fish and Wildlife Service certified sterile triploid grass carp will be used, with an initial stocking rate of 7-10 fish per vegetated acre. A fish barrier at the outlet dam will be used to contain the fish. Aquatic plant surveys and water quality monitoring will be conducted after stocking.

Essex County - The Town of Chesterfield, as lead agency, has determined that the proposed Town of Chesterfield-Personal Watercraft and Specialty Prop-Craft Regulation Zone will not have a significant adverse environmental impact. The action involves the adoption of a local law which will ban the operation of personal watercraft and specialty prop-craft on Augur Lake in the Town of Chesterfield. NY.

Notice Of Acceptance Of Draft EIS And Public Hearing

Saratoga and Warren Counties - The NYS Office of Parks, Recreation and Historic Preservation (OPRHP), as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Adoption and Implementation of a Master Plan for Moreau Lake State Park. A public hearing on the Draft EIS will be held on Tuesday, December 13, 2005 at 7:00 p.m. in the Large Group Instruction Room at South Glens Falls Senior High School, 42 Merritt Road, South Glens Falls, New York. The public comment period ends Wednesday, January 18, 2006. The action involves adoption and implementation of a Master Plan for Moreau Lake State Park. The draft plan includes proposals for resource protection and for recreational use including improved Hudson River access, cabin and camping areas, rehabilitation of the existing camping area and redesign of the entrance area. The plan also provides for winter use, hiking, biking, and interpretive trails. The plan recommends designation of portions of the park as a Park Preservation Area, a NYS Natural Heritage Area and as a NYS Bird Conservation Area. The Draft Plan/DEIS describes potential environmental impacts and mitigation of those that may be adverse. Areas that have been evaluated with respect to impacts include: transportation/access, recreation/open space, water resources, biological resources/ecology, cultural resources, scenic/aesthetic resources and public health. Moreau Lake State Park is located in the Towns of Moreau and Corinth in Saratoga County and the Towns of Lake Luzerne and Queensbury in Warren County.
