The Department has received
an application which seeks a preconstruction air state
facility approval for a project to modify Emission Unit (EU) U-00054 at Building 329 at
Eastman Kodak Company’s(Kodak) Kodak Park Facility located within the City of
Rochester and the Town of Greece in Monroe County.This modification involves the
installation of an upgrade to a conveyance system on a coating machine. The upgrade
would allow for higher coating speeds and production output. The upgrade would also
increase the emissions of Volatile Organic Compounds (VOC), but would not increase
emissions of halogenated compounds or A-rated (higher potential for serious adverse
environmental effects) compounds, including methylene chloride. Kodak has agreed to
accept as a condition of the Department’s approval a restriction on the allowable VOC
emissions from EU U-00054 of 80.2 Tons Per Year (TPY) on a rolling 12 month basis.
Currently, Kodak’s Title V Facility VOC emissions from EU U-00054 are restricted to
62.2 TPY in a Title V Facility Permit issued for Kodak’s Kodak Park facility. The new
80.2 Emission cap for VOC emissions will limit the emission increase for this
modification to below the 40 TPY emission increase threshold, which if exceeded would
make this project subject to the New Source Review requirements found in the federal
regulations at 40CFR 52.21 (Prevention of Significant Deterioration -PSD) and the state
regulations at 6 NYCRR Part 231-2. The coating machine is vented to a Regenerative
Thermal Oxidizer (RTO), which is an air pollution control device providing greater than
97% control of contaminant emissions.
Kodak will be required to
comply with all other permit conditions for EU U-00054 in the
existing Kodak Park Title V Facility Permit (8-2614-00205/0801). Subsequently, any
special conditions associated with the State Facility Permit approval for this modification
will be incorporated into a future modification of this Title V Facility Permit.
The Department’s review
of the application indicates that project location and the area for
which the project may have impacts on ambient air quality (½ mile radius) are not located
in or within a potential environmental justice area. The Department’s environmental
impact assessment has determined that the project will not result in significant adverse
environmental impacts.

permit condition are available for review at the Region 8
Office of the New York State Department of Environmental Conservation.

The Department has received
an Air State Facility permit application from Tarjac, Inc. for
operation of a coating facility which applies camouflage decorative coatings to various
plastic & metal parts such as gun stocks, bow limbs, and arrow shafts. The facility has
added new emission sources which include two (2) new paint booth operations, a new
sample dip tank operation and a new etching room. The facility is located at 2241 NYS
Route 414 in Waterloo, Seneca County.
As part of this application,
Tarjac, Inc. has proposed to restrict facility potentials to emit
volatile organic compounds (VOCs), aggregate hazardous air pollutants (HAPs) and
individual hazardous air pollutants (HAPs) to below the applicability thresholds in 6
NYCRR Part 201-6 (Title V). This will limit potentials to emit VOCs to 49.9 tons per
year, aggregate HAPs to 24.9 tons per year and individual HAPs to 9.9 tons per year.
This facility was previously
able to cap by rule pursuant to 6 NYCRR Part 201-7.3, due to
emissions less than 50 percent of Part 201-6 (Title V) thresholds.
To verify compliance, a
cap tracking system will be implemented where records of actual
coatings consumed will be tracked, calculated, and recorded on a 12 month rolling basis.
