Negative Declaration

Orange County - The Town of Crawford Town Board, as lead agency, has determined that the proposed Finneran Lane Well Field Development will not have a significant adverse environmental impact. The action involves development of a new groundwater source of supply for the Pine Bush Water District. The project site is located on Finneran Lane in the hamlet of Pine Bush, Town of Crawford. The project includes the testing, permitting and construction of water supply, treatment and transmission facilities.

Ulster County - The Town of Plattekill, as lead agency, has determined that the proposed Adoption of the Town of Plattekill updated Zoning Law will not have a significant adverse environmental impact. This action involves a comprehensive update of the Town of Plattekill Zoning Law (Chapter 130 of the Town of Plattekill Code). The purposes of the update are to make the zoning code more “user-friendly” and consistent, and to bring zoning into conformance with the Town of Plattekill Comprehensive Plan adopted in June, 2003, which Comprehensive Plan including all studies, analyses and documentation included therein is incorporated into and made a part of this Environmental Assessment as if fully set forth herein, and for which Comprehensive Plan a Negative Declaration was also prepared.

The Comprehensive Plan vision was "to provide for a future in which all of Plattekill’s citizens can experience a high and affordable standard in quality of life and development, and to promote orderly growth and balanced use of the land." General Comprehensive Plan recommendations potentially affecting zoning included updating of Town policies and codes, economic development initiatives, protecting of Town assets and resources and improving of community identity.

Notice Of Acceptance Of Draft EIS And Public Hearing

Rockland County - The Town of Haverstraw Town Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Encore Haverstraw. A public hearing on the Draft EIS was held on October 24, 2005. The public comment period is extended to November 21, 2005 at 5:00 p.m. The action involves (1) the creation of a Planned Development District (PDD) and mapping this new zone on the 163 acre portion of the Letchworth Village Developmental Disabilities Center site located in the Town of Haverstraw, Rockland County, New York; (2) the creation and adoption of the Letchworth Village Urban Renewal Plan, which also include the former Power Plant Site; (3) the approval of the site plan and subdivision of the site; (4) the development of Encore Haverstraw, an active adult (age 55 and over) for sale, luxury residential and mixed-use community to contain: 500 residences (condominiums, townhouses, and single-family detached homes and 15 non-age restricted live-work loft style apartments); an inn with a spa and gourmet restaurant; a clubhouse; an outdoor pool (and potentially an indoor pool); a Village Green and Village Commons; approximately 50 acres of passive and active recreation space for use by the Town of Haverstraw, including a community center; approximately 30,000 s.f. of commercial, office and/or neighborhood retail facilities on the project site and the realignment of Letchworth Village Road. Sullivan County - The Town of Bethel Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Luca Spensiera. A public hearing on the Draft EIS will be held on November 15, 2005 at 7:30 p.m. at the Town of Bethel Senior Center, 3594 SR 55, Kauneonga Lake, NY. Public comments on the Draft EIS will be accepted until November 15, 2005. The action involves a proposed 12 lot subdivision located between CR 141 and CR 14 also known as West Shore Road and SR 55. The parcel is located in the RS District and would be connecting to the Kauneonga Lake Sewer District. The project is located between CR 141 and CR 14 also known as West Shore Road and SR 55, Kauneonga Lake, Town of Bethel, County of Sullivan, State of New York.

Notice Of Acceptance Of Draft EIS

Westchester County - The City of Yonkers, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Cross County Shopping Center Renovations. Extension of written public comment period to November 19, 2005. All written Comments should be sent to City of Yonkers, Planning Bureau, 87 Nepperhan Ave., Yonkers, New York 10701 ATTN: Cross County Shopping Center Comments. The action involves renovating the existing shopping center. The project is located at 808 Central Park Avenue, Yonkers, NY.

Notice Of Acceptance Of Addendum To Final EIS

Orange County – The Town Board of the Town of Woodbury, as lead agency, on October 20, 2005, accepted an Addendum to the Final Environmental Impact Statement (FEIS) which addresses comments that were inadvertently not included in the FEIS which was previously accepted on September 29, 2005. The proposed Action includes two general zoning amendments which would create a Conservation Cluster Development overlay district and allow Senior Housing “for sale” units. The action also includes 3 site specific zoning amendments relating to the “WP3 Project,” a residential development of a 400 acre site, with access on Nininger Road (± 1500 feet west of the intersection with Dunderberg Road), containing a total of 451 units, 130 of which will be Senior Housing. These laws would change the zoning district from R-2A to R-1A; designate the total site for a Conservation cluster Development; and designate 45 acres of the site for Senior housing. Copies of the DEIS and FEIS, and Addendum are also at the Town libraries and Town Clerk’s office.
