Project Description:
The Department has made a tentative determination to approve an application for an existing facility that provides marine vessel refurbishment and repair. All such activities are performed in facility dry docks nos. 1 through 7. Marine vessel surface coating activities involve cleaning, abrasive sand blasting to remove old surface coats and application of new surface coats. Compressed air necessary for abrasive sand blasting is produced using air compressors powered by mobile diesel engines positioned within or adjacent ot the dry docks. Marine vessel tank cleaning activities involve fuel oil recover and temporary storage, as well as steam cleaning. The facility proposes to cap emissions of NOx and VOCs to 22.5 tpy, combination of HAPs to 22.5 tpy and particulates to 90 tpy. The faciity is subject to the provisions of Air State Facility specified under 6 NYCRR Part 201-07.2. The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.
State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency:
NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Dec 2 2005.
