until the time of 1:00 p.m. on the date of Tuesday, November 22, 2005. Telegraphic or other electronically transmitted proposals are not acceptable.
A mandatory Pre-Proposal Conference will be held on Friday, November 4, 2005 at 10:00 a.m. at the Rockland County Fire Training Center, in Pomona, New York. Proposers will be required to sign an attendance sheet to document their presence at the Pre-Proposal Conference. The Authority will accept Proposals only from those Proposers who attend the Pre-Proposal Conference. Properly labeled and type-written questions and requests for interpretation regarding the RFP will be accepted by the Authority, 420 Torne Valley Road, 2nd Floor, Hillburn, New York 10931 until the time of 4:00 p.m. on the date of Thursday, November 10, 2005. The RFP may be purchased from the Authority for a non-refundable fee of $50.00. Contact John Klos, Operations Manager, at (845) 753-2200 ext. 25. Individual checks for each RFP shall be made payable to the Rockland County Solid Waste Management Authority.
Proposals will only be accepted from proposers who purchase the RFP.
Dutchess County - The Dover Planning Board, as lead agency, has determined that the proposed Westchester Modular Homes, Inc. Factory Expansion will not have a significant adverse environmental impact. The action involves a proposal to add a 200' x 400' addition (80,000 s.f.) to the south side of the existing 260' x 400' modular home factory. The proposal calls for a total of 2.0 ± acres of impervious surface to be added to the site which includes new pavement for traffic circulation around the building. The project is located at 30 Reagans Mill Road, Wingdale, New York.

Westchester County - The Board of Trustees of the Village of Mount Kisco, as lead agency, has determined that the proposed Replacement and Construction of New Municipal Library will not have a significant adverse environmental impact. The action involves a 21,510 square foot public library on essentially the same footprint of the existing 9,760 square foot public library (the footprint will increase by 3,141 square feet). The existing library does not contain adequate space or the electrical and telecommunications capacity to meet the demands of current library technology and the community, and is burdened with structural constraints, which make expansion and/or renovation impractical. The new library would be sited on the same spot as the existing library thereby necessitating the demolition of the existing library. The proposed building footprint would increase the impervious surface area on the site by 0.07 acres. However, the majority of this increase would occur on the portion of the site closest to the existing fountain and Main Street, thus minimizing the impact on Branch Brook and Branch Brook Park. In addition, the new building would connect to existing walkways, sidewalks and parking lots. As such, any additional impervious surface area would be limited to the proposed building’s footprint. The project is located on the site of the existing municipal campus, in the Village of Mount Kisco, Westchester County, NY.

Ulster County - The Town of Hurley Planning Board, as lead agency, has determined that the proposed Hidden Forest at Hurley Subdivision may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on October 26, 2005, at 7:00 p.m. at the Hurley Mission, Zandhoek Road, Hurely, NY. The action involves the development of a 652-unit age-restricted, active adult community on a 411± acre parcel located on NYS Route 209 and Lucas Avenue. The proposed project contains 344 single-family estate homes and 308 luxury twin homes, as well as recreational amenities including a clubhouse, pool, tennis courts, bocce courts, and a trail network within a significant natural open space area. The proposed project will be served by community water and sewer systems, which will be owned and maintained by a homeowners' association. The homeowners' association will also own and maintain the internal road network. The project is located at 997 Lucas Avenue and neighboring parcels with no street addresses, Town of Hurley, Ulster County. Tax parcels: 55.004-4-1, 2, 14, 15 and 16; 55.004-10-16.22, 16.3, and 32; 55.012-4-26 and 27.
