ENB Region 8 Completed Applications 10/19/2005

Applicant proposes to excavate 0.50 acres of NYS Freshwater Wetland  PR-11's 100 ft. adjacent area for the construction of a 0.50 acre emergent marsh habitat wetland.  This project was required as compensatory mitigation for the US Army Corps of Engineers' approval on an ESL Federal Credit Union bank kiosk on Route 250 (Mosely Road) which was previously approved by this Department and the Corps.  The project is located at the Perinton Community Center property northeast of the Ayrault/Turk Hill Rd. intersection.  

The Department has received an application from Isaac A. Morris for a 7 acre sand and gravel mine on a 77 acre property in the Town of Manchester.  The mine site is located on the north side of Outlet Road and County Road 25, approximately 0.8 miles north of the Village of Clifton Springs.  Part of the proposed Life of Mine area and other parts of the property have been affected by recently permitted mining operations, and mining operations prior to 1975.  Excavation by mechanical equipment is proposed to remove approximately 10,000 cubic yards of sand and gravel over a 20 year operational life. Material will not be processed on site, but will be loaded onto trucks for processing at another location.  The applicant  has estimated maximum truck traffic from hauling operations to be 7 trucks per hour.

Mining is not proposed to a depth below the local water table.  The applicant has indicated mining will occur in a single lift, and cross sections show grades that will retain storm water runoff within the mined area and allow infiltration into the soil.  No off site discharges are proposed.  There are no NY State regulated streams or freshwater wetlands within the Life of Mine area.

Hours of operation proposed are from 7 AM until 5 PM Monday through Friday, with no operations on Saturdays, Sundays, or holidays.  Final reclamation to vegetated agricultural land is proposed, and will include the replacement of stockpiled topsoil and seeding with an approved mixture.

The application is available for review at the Region 8 NYSDEC office, and a copy of the application materials has been sent to the Town of Manchester.

Applicant proposes to construct a series of shallow open water potholes and connecting level ditches within NYS Freshwater Wetland VI-15 as part of a USDA Wetland Reserve Program 10 year restoration agreement to restore and enhance habitat values for wetland wildlife.  The project is located north of Wolcott Spring Lake Road and east of Yates Road in the Town of Butler.
