York State’s Environmental Benefit Permit Strategy (EBPS).
Permit Pages

guidance, format and
nomenclature.
- Permit pages are renumbered and reordered.
- The Discharge Notification Act requirements were added
to the permit.
Permit Limits, Levels
and Monitoring
- Outfall 001 is now storm water only and will be covered
under their storm water
general permit #NYR00D056.
- BOD, COD and TSS requirements at outfall 02A are revised
based on July, 1998 -
EPA pharmaceutical final effluent limitations guidelines and standards.
- Action level for Mercury has been replaced with a limit.
- Whole Effluent Toxicity (WET) testing for outfall 002
is added because of the
synergistic effects of Water Treatment Chemicals (WTC).

The USDA - Natural Resources
Conservation Service plans to assist the applicant, who is
enrolled in the Wetland Reserve Program, to enhance or rehabilitate an existing wetland
to benefit wetland wildlife, including waterfowl. The proposed activity is to construct a
berm, approximately 200 feet long by 1.8 feet high in DEC protected freshwater wetland
OTV-1, across DEC protected stream, Rice Brook, with a total of approximately 2.8 acres
being affected. Location: 2008 Buckwheat Road, Otisco (T), Onondaga County.
