This modification is to
address the conversion of the power plant from coal fired to a gas
fired facility. The modifications include the deletion of the reference to coal pile and ash
pile in outfall 001 description. Eliminate effluent limits and monitoring requirements for
Total Dissolved Sulfide. Eliminate effluent limits for Benzene and Toluene and add action
level requirements for both at outfall 001. Reduce monitoring frequency for Xylene at
outfall 001.
