construct within a maximum of 20" of the existing bulkhead 60
linear feet of bulkhead, construct two 6 ft. returns, and replace the capping boardwalk.
Remove the existing 8' x 16' seaward dedk and replace with a 4' x 6' platform. Dredge 10
ft. seaward of the replacement bulkhead to a depth of 4 ft. below mean low water.
Resultant 25 cubic yards of dredged material to be used as backfill. The property is
located at 3936 Carrell Boulevard, Oceanside, Town of Hempstead, County of Nassau on
Domar Canal.

Remove existing deteriorated
concrete boat ramp, gangway, and floats and construct a 56'
x 116' paver boat ramp, install 6' x 120' of floats and 8' x 200' of floats in an "L"
configuration with two 1.5' x 10' finger floats at the seaward end, and pilings. Remove
the existing bulkhead and excavate landward removing 1700 sq. ft. of the existing
parking lot. Approximately 700 cubic yards of soil, asphalt and concrete debris will be
removed off site to an approved location to be determined. The area will be regraded to
match the existing beach slope and the area from the proposed curb seaward to elevation
5.0 will be planted with Spartina patens 18" on center. Reasphalt and concrete
the
parking lot. Stormwater flows will be directed to a trench drain along the entire width of
the boat ramp and to a curb inlet east of the ramp area. Runoff from each of these two
collection points will be piped to a field drain system for subsurface disposal in
accordance with the Small Municipal Separate Storm Sewer System (MS4) Stormwater
Management Program. The existing portable pumpout facility will be maintained. The
site is located at Long Beach Park, Long Beach Road, Nissequogue, on Stony Brook
Harbor, SCTM Nos. 802-5-1-1 and 802-7-1-1.

The applicant proposes to remove and control Phragmites australis, a non-native,
invasive plant species, from freshwater wetlands (NYSDEC regulated freshwater
wetlands designated SH-1 and SH-41), tidal wetlands (tributary to Scallop Pond) and
wetland buffer areas in three locations at Cow Neck Preserve in Southampton. The work
will include removal and management of nuisance Phragmites vegetation by
cutting/removal of the plants and restoration of natural hydrology. The effectiveness of
Phragmites management through saltwater inundation and cutting/removal of the plants
