Article 23 Title 27 Mined Land Reclamation |
| Project is Located: | Bradford, Steuben County |
| Project Description: | |
|
The Department has received an application
from the Bath Office of the NYS
Department of Environmental Conservation for a new 2.25 acre sand and gravel mine
on a 3446 acre property in the Town of Bradford known as the Birdseye Hollow State
Forest. The mine site is located on the west side of Aulls Road, approximately 800 feet
north of NYS Route 226, and is a former mine site, affected by mining operations prior
to 1975. Excavation by mechanical equipment is proposed to remove approximately
156,000 tons of sand and gravel over a 15 year operational life. Material will be
processed on site by dry screening and stockpiled for loading onto trucks. The DEC
Bath Office has estimated truck traffic from hauling operations to vary from zero to a
peak of 40 truck trips per day.
Mining operations are proposed that will
excavate below the local water table, and will
enlarge a small existing pond on the site. Plans show grades that will retain storm water
runoff within the mined area and allow infiltration into the soil. No off site discharges are
proposed. There are no NY State regulated streams or freshwater wetlands within the
mine area, although it borders the 100 foot wide adjacent area of Class 4 Freshwater
Wetland SV-4.
Hours of operation proposed are weekdays
from 7 AM until 5 PM, with no operations on
Saturdays, Sundays, and legal holidays unless material is needed for a flood
emergency. Final reclamation to a fishing pond with public access is proposed, and will
include the replacement of stockpiled topsoil around the enlarged pond, and seeding
with an approved mixture.
The application is available for review
at the Region 8 NYSDEC office, and a copy of the
application materials has been sent to the Town of Bradford.
