The
City of Middletown has as applied for a Water Supply permit (WSA# 10,755) to
develop a new well, known as the Shawangunk Reservoir Well, to be pumped at a rate of
80 gallons per minute (gpm), to supplement the City's existing reservoir system during
peak summer demands. The 500 foot deep bedrock well has a steel casing from just above
ground level down 80 feet and is grouted into bedrock, to prevent surface water from
draining into the well. The City submitted the results of a 72-hour pumptest
demonstrating that the well can safely produce 80 gpm. During the pumptest, the City
also tested the discharge water for changes in turbidity and water temperature, and based
on the results determined that there was no measurable inflow of reservoir water or other
surface water into the aquifer.
The
well is located immediately adjacent to the northwest shore of the City's
Shawangunk Lake Reservoir about 600 feet from the dam forming the City's Highland
Lake Reservoir in the Town of Wallkill, Orange County, NY.

The
Department of Environmental Conservation (DEC) has received an application to
re-issue/re-new the following pre-existing Major Municipal State Pollutant Discharge
Elimination System (SPDES) permit. DEC has made a tentative determination to re-issue/re-new this
pre-existing permit for a five year term with updated regulatory
requirements and maintaining current effluent limitations and monitoring and reporting
requirements. This permit involves the surface discharge of up to 450,000 gallons per
day of treated sanitary waste to the Quaker Creek from the Village of Florida Wastewater
Treatment Plant.
Additional
information on this permit may be requested from or inspected at the
NYSDEC Central Office in Albany or at the NYSDEC Region 3 offices located in New
Paltz. Substantive comments must be submitted in writing to the contact person. To be
called substantive, 6 NYCRR Part 621.7 requires public comments "explain the basis of
opposition and explain specific grounds..." for opposition.

The applicant proposes to dredge
4400 cubic yards of material from Hillden
Pond (Class B), a 0.99 acre pond within Freshwater Wetland K-17 (Class II) for
recreational and aesthetic purposes, and dispose of the dredge spoils in two
upland areas on the 24+ acre site. Activities proposed within the Freshwater
Wetland include construction of a temporary asphalt ramp to allow equipment
access to the pond and hydraulically dredging the pond. The total area of
temporary disturbance to the wetland is approximately 1 acre. The project is
located on the west side of Sarles Street, south of Westwood Drive in the Town
of New Castle, Westchester County.
