Niagara County - The New York State Department Of Environmental Conservation, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Proposed Sanitary Landfill VIII - Allied/BFI Waste Systems of North America Inc. (BFI), Niagara Falls facility. The site of the BFI facility consists of about 370 acres, of which about 363 acres are in the Town of Niagara and about 7 acres are in the City of Niagara Falls. It is bounded by the New York State Thruway I-90 to the east and north, Packard Road to the north and west, the Niagara Junction Railroad to the west, and Niagara Falls Boulevard and a Niagara Mohawk Power Corporation right-of way to the south. The entire site has historically been used for the disposal of industrial lime and slag. The footprint area for the proposed Sanitary Landfill VIII corresponds to that area of approximately 84 acres. Currently BFI operates the 51 acre Sanitary Landfill V for the disposal of non-bird attracting waste at the site. Sanitary Landfill V is presently permitted to receive a waste limit of 165,000 tons per quarter. The proposed Sanitary Landfill VIII would have an allowable waste limit of 200,000 tons per quarter. It would be restricted to the land disposal of non-bird attracting waste, and be limited to a maximum site elevation of 730 feet Mean Sea Level due to the proximity of Niagara Falls Airport. Depending on BFI’s ability to market the existing on-site lime, the projected capacity of the proposed Sanitary Landfill VIII is between 9,500,000 to 14,000,000 cubic yards. It is anticipated that Sanitary Landfill VIII would be operated over a 15 to 20 year time frame (to years 2020-2025), after which a final cover system would be installed over the landfill. The proposed Sanitary Landfill VIII is located entirely within the Town of Niagara.
