The applicant proposes to
create 13 acres of new wooded/shrub wetlands within the
adjacent area of the state regulated freshwater wetland, CI-13, located in the northern
portion of the Black Creek County Park and utilize the excavated material along the
southern border of the same park to construct 14 acres of new playing fields with
associated gravel parking lot. The park is located on Union St., north of Morgan Rd. in
the Town of Chili, Monroe County. The water level of the newly created wetland will be
maintained by installing a weir type water control structure within the Class C unnamed
trib of Black Creek downstream of the proposed site.

The Department has received a Mined Land
Reclamation application from Arliss Sand
and Gravel for expansion of the Arliss Sand and Gravel - Brown Road Pit. The applicant
proposes to add 5 acres to the existing 28 acre life of mine (LOM) area. A total of 5
acres will be affected by mining operations during the next 5 year permit term. 13 acres
of the LOM area have been approved as reclaimed by the Department. Excavation will
be below the local water table in the 5 acre expansion area, and will create a pond for
final site reclamation. The project site is located on the Roger and Larry Arliss property
on both sides of Brown Road, approximately 900 feet south of Lockpit Road, in the
Town of Galen. The 5 acre expansion area borders the east side of Brown Road, and is
west of the 100 foot wide adjacent area around Class 2 Freshwater Wetland SA-27.
Operations in the expansion area will continue
surface extraction of sand and gravel.
Excavation will be by bulldozer and tracked excavator, with a drag line for excavation
below water. Operations will remove approximately 163,000 cubic yards of sand and
gravel from the 5 acre expansion area. Material will be processed on site as permitted
previously. Maximum truck traffic estimated by the applicant will be 40 round trips per
hour for brief periods during the construction season, with the average traffic being 4
round trips per hour. Final reclamation will create a pond on most of the expansion
area, with stockpiled topsoil replaced and seeded on the remainder of the site around
the pond. Hours of operation will remain Monday through Saturday from 7 AM until 5
PM, as needed, with no operations on Sundays.

application materials has been sent to the Town of Galen.
