State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency:
NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The applicant proposes to construct a 200' long x 12' wide x 3' high dike with 12' overflow spillway across a finger of regulated freshwater wetland M-14, a 241 acre Class II wetland associated with Vrooman Creek.  The project would maintain shallow open water marsh habitat.  The site is approximately three miles west of Oxbow, 1,000' south of Vrooman Creek Road (County Route 22) and 1,500' east of Hull Road.

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

The applicant proposes to expand a 16.4 acre topsoil mine to include an addititional 39.5 acres.  The site is located 1.5 miles southwest of Evans Mills on both sides of the Goulds Corners Road.  Three to five inches of topsoil will be removed, with adequate reserves for reclamation.  On site processing is proposed.

The applicant proposes to develop a 10 acre surface sand and gravel mine on a 1227 acre parcel owned by Land Management & Development, Inc., 300 Erie Boulevard West B-1, Syracuse, New York 13202.  The site is located 1,000' west of NYS Route 3, 0.3 miles north of Dead Creek Flow, approximately two miles north of the Village of Piercefield. On-site crushing and screening of material is proposed.
