a tentative determination to approve an Air State Facility
Permit for an existing manufacturer of asphalt. The facility produces hot mix asphalt with
capacity limited to 525,000 tpy during any consecutive 12-month period. The applicant is
required to conduct a stack test to ensure compliance with opacity standard. The facility is
subject to the provisions of State Facility specified under 6 NYCRR Part 201-7.2. The
application, draft permit, relevant supporting materials and regulations are available for
review during normal business hours at the DEC office provided in this notice.
Comments of support or objection may be made by filing a written statement by the
deadline date indicated. DEC may schedule a public hearing based upon an evaluation of
the nature and scope of any written objections raised. Hearing notices will contain
instructions on filing for party status and submitting comments.

The Department has made
a tentative determination to approve an application for an
existing facility primarily engaged as an academic institution. The facility operates three
boilers each rated at 661 bhp located at the Marshak Science Building, and three boilers
rated at 99 mmBtu/hr, 99 mmBTU/hr and 65 mmBtu/hr located at the North Academic
Center building. The applicant intends to install and operate two new dual-fuel boilers #1
and #5 with heat input capacities of 65.8 mmBtu/hr and 26.8 mmBtu/hr located at the
North Academic Center and connected to the existing stack. Two new boilers will be
used in conjunction with the existing boilers to provide steam for heat, hot water, and
steam-driven air condition systems. The applicant is required to install a Continuous
Opacity Monitoring System for emissions unit U-00001. The applicant proposes to cap
the facility NOx emissions at 22.5 tons per year. In addition the facility operates a
gasoline dispensing site which includes a 1,000-gallon underground storage tank. The
facility is subject to the provisions of State Facility specified under 6NYCRR Part 201-7.2. The application,
draft permit, relevant supporting materials and regulations are
