development of a new community water system for the Town of Claverack. The project
will include construction of a booster pump station which will take an average of 90,300
GPD of water from the Town of Greenport water system and provide water to the
residents of Claverack via a 200,000 gallon elevated storage tank and approximately
28,000 linear feet of 6, 8 and 12-inch water main. The project will also require an Article
24 permit due to temporary disturbances to the Adjacent Area of New York State
Freshwater Wetland HS-9 during the installation of water mains. The project is located
in the Town of Claverack, Columbia County.

The applicant proposes a
new discharge of 4,500 gallons per day of untreated brine
wastewater, to the Claverack Creek, from a new water softener unit, at the applicants
facility to be located on Webb Road, in the Town of Claverack, Columbia County. The
applicant proposes to operate a water softener unit to treat a new water supply for the
Town of Claverack Water District No. 1. The Department has made a tentative
determination to issue a permit for a State Pollutant Discharge Elimination System permit
under Article 17 of the Environmental Conservation Law. This tentative determination
indicates that the discharge regulated under this statute is considered to satisfy regulatory
standards for permit issuance, based on information available to the Department at this
time. As a tentative determination, the Department seeks comments on the proposed
regulated activity prior to making a final decision on permit issuance. As such, this
tentative determination does not signify department approval for, or endorsement of the
activity for which a permit is sought or for the overall proposed project. A draft permit is
available for inspection and comment at the Region 4 Office. Refer to this application by
the application number listed above and SPDES #NY-0268607. In addition, this project
will require an Article 15 permit for the disturbance to the bed and banks of the Claverack
Creek due to the construction of an outfall pipe and rip-rap bank stabilization.

As part of the reconstruction
of State Route 23A and storm water drainage improvement
project in the Village of Hunter, the applicant proposes to install approximately 335 feet of
rip rap and concrete stabilization structures to repair slope failures along the
Schoharie Creek. The project also includes the replacement of a 4 by 6 foot arched
corrugated metal culvert with a 3.5 by 11 foot concrete box culvert and the replacement
of approximately 125 feet of 5 foot pipe with an open rock lined swale on a protected
tributary of the Schoharie between Central and Glen Avenues and the installation of a
new 5 foot round culvert under Route 23A from Botti Drive to the Schoharie Creek.
Additional work not requiring Stream Protection Permits include the installation of a
storm water outfall and bank stabilization on Mad Brook.

at the Recycled Newsprint Facility the permittee is
proposing to modify the existing Air State Facility permit. The modifications include; 1)
source reduction of VOC emissions through use of low-VOC chemicals; 2) reduced
emissions of non-criteria pollutants; 3) elimination of the 213-foot stack as result of
reducing non-criteria pollutants; 4) a modification of on-site truck operations due to a
reduction in size of the receiving and shipping warehouses. The Department has
determined the proposed modifications will result in less impacts. The facility is located
off Riverside Avenue in the Port of Rensselaer.
