Project Description:
The Department has received an application for the construction of an extension of the Genesee Riverway Trail on the west side of the Genesee River, between Turning Point Park and Petten Street in the City of Rochester. The total length of the trail project is 2.1 miles and a portion of the trail will traverse the Turning Basin in the Genesee River with a 10 foot wide pier supported structure in the adjacent area of FWW RH-9. The Department has made a tentative decision to approve this application. As a tentative determination, the Department is seeking public comments prior to making a final decision on permit issuance.
State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency:
Rochester City Environmental Services
State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management:
This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

The current gravel bar has concentrated the flow of the creek and increased its velocity, causing erosion and property damage on the opposite bank. The existing low flow channel will remain undisturbed. The project is located on the south side of Italy Valley Road between Olney Road and Prattsburgh Road.
