Negative Declaration

Onondaga & Oswego Counties – The Onondaga County Water Authority, as lead agency, has determined that the proposed Supply to North Hastings Water District Project will not have a significant adverse environmental impact. The action involves the installation of a water transmission line and water pump station to connect the existing North Clay Water District to the Existing North Hastings Water District. The water transmission line portion of the project includes installation of a pipe ranging from a nominal diameter of 12 to 20-inches (depending on location) between the existing water districts. The proposed route involves work within Onondaga County and Oswego County, within the Towns of Hastings, Clay, and Schroeppel. As part of this project, directional boring is proposed at the crossings of the Oneida River and Buxton Creek. It is anticipated the majority of the pipe installation will occur within existing highway right–of–ways. The proposed project also includes construction of a water pump station that involves construction of a new 500 square foot heated building. The building would house water pumping equipment. Attendant features of the pump station include a generator and paved driveway. The pumping station and generator will be fenced, and the enclosure will be landscaped. The pump station is located in the Town on Hastings on County Route 12 near the intersection of Caughdenoy Road (an official street address has yet to be assigned). The pipe line is located in Oswego and Onondaga Counties in the Towns of Hastings, Clay, and Schroeppel.
