The applicant proposes to
correct an erosion problem in the Owasco Inlet by removing
woody debris and an old abandoned railroad bridge, which has been causing the debris to
pile up and erode a private landowner's property. They also plan on filling and sloping
this eroded area, which is approximately 100' x 75' x 20' (or 5,555 cubic yards with clean
fill), on the west bank of the Inlet. Location: 434 State Route 38, Locke (T), Cayuga
County.

The Department has prepared
a draft permit pursuant to Article 19 (Air Pollution Control)
of the NYS Environmental Conservation Law and made a tentative decision to approve
an application for an Air State Facility Permit for Suburban Heating Oil Partners at their
Cortland Modern Tank Service facility, located at 35 Franklin Street, Cortland, NY,
13045. The company has requested an Air State Facility Permit that includes federally
enforceable permit conditions which limit (cap) facility wide emissions below the
applicability levels of 6 NYCRR Part 201-6 and 40CFR70, Title V permitting.
The Cortland MTS facility
requalifies liquid petroleum gas (LPG) cylinders.
Requalification of LPG cylinders involves purging any remaining product or residue, shot
blasting the steel vessels, visual inspection, hydrostatic pressure testing, painting, and
installing new valves on the cylinders. LPG tank purging and cleaning processes are
controlled by a granulated carbon adsorption system.
The permit establishes facility-wide
federally enforceable emission caps for volatile
organic compounds (VOC) and hazardous air pollutants (HAP) to keep the facility below
the following major source thresholds: (a) 50 tpy VOC; (b) 25 tpy aggregate HAP; (c) 10
tpy individual HAP. The permittee is required to maintain records and monitor facility
emissions to verify compliance with permit conditions and limits, and to submit an
annual capping certification report in accordance with 6 NYCRR Part 201-7.
