Project Description:
Clinton County proposes the installation of the Runway 35 - Instrument Landing System /Medium Intensity Approach Lighting System Replacement Project at the south end of the Plattsburgh International Airport (Former Plattsburgh Air Base) which will affect approximately 14.3 acres of Class 2, State Regulated Freshwater Wetland KV-1.  The proposal involves clearing of trees and vegetation with limited application of herbicides on stumps, installation of lighting structures and excavation/filling to improve an existing graveled access road.  The proposal also includes installation of utility poles supporting overhead power cables across the Salmon River, A Class C (T) stream.
State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency:
Clinton County
State Historic Preservation Act (SHPA) Determination:
The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:

Proposed replacement of an existing ramp docking system on Friends Lake with a new floating dock system.  The existing system provides dockage for 14 boats in a 3,675 square foot area.  The proposed system would dock 16 boats in an area up to 5,676 square feet.  The site is located on the northwest side of the lake at the end of Cardiac Run, off Indian Spring Road, Town of Chester.
