Clinton County proposes
the installation of the Runway 35 - Instrument Landing System
/Medium Intensity Approach Lighting System Replacement Project at the south end of
the Plattsburgh International Airport (Former Plattsburgh Air Base) which will affect
approximately 14.3 acres of Class 2, State Regulated Freshwater Wetland KV-1. The
proposal involves clearing of trees and vegetation with limited application of herbicides
on stumps, installation of lighting structures and excavation/filling to improve an existing
graveled access road. The proposal also includes installation of utility poles supporting
overhead power cables across the Salmon River, A Class C (T) stream.
