The Department is proposing
to renew and modify the SPDES permit for the Far
Rockaway Generating Station, Unit 4. The Far Rockaway Generating Station consists of
one natural gas fired steam electric unit with a net electrical generating capacity of 112
megawatts. The unit is cooled by a once-through system that draws water from Bayswater
Channel (an excavated canal on the south shore of Mott Basin) through a shoreline intake
structure. The system consists of two cooling water circulator pumps with a combined
rated capacity of 57,000 gallons per minute (GPM) or 80 million gallons per day (MGD),
four conventional vertical traveling screens with 0.375 inch mesh, and two vertical trash
racks with 3 inch bar spaces.
The modifications to the
SPDES permit being contemplated by the Department requires
Keyspan to submit data and analyses related to the once-through cooling system. The
information will be utilized by the Department to determine the impacts from
impingement and entrainment on the aquatic resources of Mott Basin. Keyspan will also
be required to review possible technologies and operational measures to minimize aquatic
impacts. The information is being requested pursuant to 6 NYCRR Part 704.5 and 40
CFR 125 - Subpart J.
The Far Rockaway Station
is located on the south shore of Mott Basin, a small enclosed
bay on the eastern end of the Jamaica Bay complex.
