ENB Region 6 Completed Applications 08/17/2005

The applicant proposes to construct an access road through Freshwater Wetland B-10, a class II, 755 acre wetland. The road will cross 109 linear feet of wetland and one classified stream. The purpose for the project is to provide access to a residential construction site well outside the wetland and it's regulated adjacent area.

The applicant proposes to construct a portion of a 30 foot by 38 foot cabin in adjacent area of Freshwater Wetland FO-9, a class II, 403 acre wetland. The project is located on the north shore of Snowbird Lake subdivision.The septic system will be located outside the 100 foot regulated adjacent area.

The Department has made a tentative determination to approve an application for a modification of an existing SPDES permit (NY0000728) to discharge waste water from various outfalls from the St. Lawrence-FDR Power Project including the Massena Substation located in the Town of Massena, St. Lawrence County to the St. Lawrence River, Earls Creek and the groundwater. Five outfalls from the Massena Substation and the Hawkins Point Visitors Center have been added to the permit. Monitoring requirements including effluent limitations for all outfalls have been revised to reflect updated information, regulations and permitting procedures which have been developed since the last significant technical review of the permit. The draft permit with conditions is available for review in the Region 6 NYS DEC office in Watertown, New York.
