The applicant proposes
to construct drainage improvements, including various
stormwater Best Management Practices (BMPs) and two stormwater detention basins
which will discharge to the Mine Brook (Class C), in conjunction with the construction of
an ultra-violet (UV) light disinfection facility on a 149-acre parcel, the “Eastview” site.
Proposed work also entails construction of a bridge across Mine Brook in order to access
the eastern portion of the site. The plant, the Catskill/Delaware Ultraviolet Light
Disinfection Facility, will be constructed mainly below grade and is designed to disinfect
potable water via UV light up to a maximum flow of 2,020 million gallons per day
(MGD), with an average flow of 1,310 MGD. The UV facility, when completed, will
become part of on-going drinking water supply operations for the City of New York. The
project will fill approximately 3.1-acres of federally regulated wetland. Approximately
7.5-acres of new wetland will be constructed on the project site as mitigation, and an
additional 5.5-acres of new wetland will be constructed at an off site location. The project
is located to the north and south of NYS Route 100C, approximately 1000 feet east of
New Saw Mill River Road (NYS Route 9A) in the Town of Mount Pleasant and the
Town of Greenburgh, Westchester County. A stormwater management plan has been
prepared and is available for review.
