Project Description: The project consists of a greater than 25% expansion since May 22, 1973 of an existing mine. The Town of Fine will operate the mine solely for Town purposes. Approximately 5,000 cubic yards of sand will be excavated from the mine annually and transported to the Town of Fine Highway Maintenance Facility to be used for winter road maintenance. The Town anticipates excavating and transporting the mined sand during the month of September, therefore, the mine will remain dormant and unoccupied during the remainder of the year. If necessary, the Town may utilize small quantities of material for maintenance of Town roads and other minor Town projects. Screening of material with a portable screen will occur on the site for short periods of time, as necessary.

The mine is located on a 402.9 acre parcel of land and the proposed life of mine area consists of 9.3± acres. Access to the mine will be over an existing haul road. There is approximately 60,000 cubic yards of material within the proposed life of mine which will result in a net life of mine of approximately twelve years. Existing vegetation will remain between the mine and NYS Route 58 to mitigate any potential visual impacts.

Negative Declaration

Jefferson County – The Village of Adams, as lead agency, has determined that the proposed Village of Adams Town Hall will not have a significant adverse environmental impact. The action involves the creation of a 6,860 square foot single story, wood frame building on a 1.4 acre parcel of land located on the southwest corner of Liberty Street and South Main Street (NYS Route 11). Proposed site work for this project includes the municipal building, paved areas, sidewalks, landscaping, topsoil and seeding. The project is located at 1 South Main Street, Adams, NY.
