The Department has developed
and is prepared to issue an Air State Facility permit to
Cascades Tissue for its' paper manufacturing facility in Mechanicville. The Air State
Facility will replace existing emission point permits. The new permit will allow for the
use of #4 fuel oil as well as previously permitted natural gas, #2 and #6 fuel oil.Sulfur
Dioxide emissions will now be calculated based on a formula using the number of gallons
of each fuel type used. The facility is currently capped out of Title V major permit
requirements with a limit of 99.96 tons per year of SO2 emissions, the new permit will
cap SO2 emissions at 90 tons per year.
