Project Description:
The applicant proposes to dredge approximately 6,500 cubic yards of rock, gravel, sand and silt deposits from the hydroelectric project tailrace and stream channel of East Canada Creek, a standards C(T) stream. The project will extend 1,150 feet downstream of the powerhouse. The catalyst for the project was the flooding of the powerhouse in January of 2005. Frazil ice build up in the stream channel caused a backwater situation allowing water to overtop the powerhouse wall at an elevation of 678. The facility was constructed in the mid 1980's at which time the stream channel was dredged to an elevation of 656 for 1,000 downstream of the confluence of the tailrace and stream channel. The project will reestablish the 656 elevation with minimal disturbance to the stream channel. The project will not result in a bank to bank trapezoidal channel but will remove selected deposits.
State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency:
NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Aug 19 2005.
