Project Description:
The Applicant, U.S. Army Corps of Engineers (USACE) New York District (District), is proposing a restoration project for the Jamaica Bay Marsh Islands Ecosystem, with a goal of restoring the low marsh habitats of Jamaica Bay that are rapidly disappearing. The proposed project will restore up to an approximate 80 acres of inter-tidal salt marsh on three specific areas – Elder’s Point East, Elder’s Point West and Yellow Bar Hassock. The proposed restoration will be accomplished through a combination of fill placement, re-contouring, and native species’ plantings. The Applicant proposes to beneficially use sand from the deepening of the Ambrose Channel as described below. Elder’s Point East is currently the mitigation site under the Harbor Deepening project. Elder’s Point West is being locally sponsored by NYCDEP and is a beneficial use of dredge material from Ambrose Channel. Yellow Bar Hassock is being locally sponsored by NYSDEC and is also a beneficial use of dredge material from Ambrose Channel. A public information meeting for all three locations will be held on August 3, 2005 from 2PM - 4PM at the Ryan Center (Building 1) located at Floyd Bennett Field.
State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency:
NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Aug 26 2005.
