The New York State Department of Environmental Conservation (NYSDEC) administers the Brownfield Cleanup Program (BCP) pursuant to State Environmental Conservation Law (ECL) 27-1400 et seq. The BCP was created to encourage the remediation and redevelopment of contaminated properties known as brownfields. The requestor indicated above has submitted a BCP application for investigation of the site indicated above.

NYSDEC will accept public comments concerning the application. A copy of the application and other appropriate documents (application package) is available in the site document repository located at the address indicated below.

NYSDEC will review the application package and public comments received and then make a determination on the eligibility of the application.

Negative Declaration

Monroe County - Monroe County, as lead agency, has determined that the proposed Seneca Park and Zoo Parking Expansion Phases I and 2 will not have a significant adverse environmental impact. The action involves the expansion of two existing parking lots that currently serve the Seneca Park Zoo. Both existing parking lots are located south of the entrance to the zoo.

During Phase I an existing gravel lot would be increased in size from 0.6 acres (from approximately 70 parking spaces) to 1.0 acres (to approximately 132 parking spaces).

During Phase II an existing asphalt parking lot would be increased in size from 2.2 acres (from approximately 260 parking spaces) to 3.1 acres (to approximately 360 parking spaces). The project is located at 2222 St. Paul Street, City of Rochester.

Monroe County - Monroe County, as lead agency, has determined that the proposed Durand Eastman Park Tunnel Tailings Stockpile Removal, Phases I and II will not have a significant adverse environmental impact. The action involves the removal of a non-native stockpile of tunnel tailings that were placed in Durand Eastman Park in the mid-1970's. The stockpile contains approximately 31,000 CY. Under Phase I approximately 2,500 CY will be removed; the balance of the stockpile will be removed under Phase II. An existing haul road that leads directly to the stockpile will be used. After the stockpile is removed (restoring the original site contours), topsoil will be placed and the site seeded. The project is located at Durand Eastman Park, King's Highway, City of Rochester.

Schuyler County - The Town of Hector Town Board, as lead agency, has determined that the proposed Town of Hector and Village of Burdett Water System Improvements will not have a significant adverse environmental impact. The action involves improvements to the well supplies, water treatment, storage capacity, and the installation of approximately 35,700 linear feet of water main, fire hydrants and appurtenances. The project is located in the Town of Hector and Village of Burdett.
