Project Description: The action involves a public meeting on the draft unit management plan for the St. Regis Canoe Area. Proposed management actions may include, designation of a trail, fish stocking, pond reclamation, liming, opening up two truck trails to mountain biking, construction of a fish barrier dam and a canoe carry, creation of 5 campsites, maintenance activities, improvement of truck trails, search and rescue operations, public information and education, and public use controls.

A public meeting on the draft ump will be held on August 10, 2005 at 6:00 pm at the Paul Smith’s College Freer Science Building. Public comments will be accepted by the contact person until August 26, 2005.

No new land use or development is proposed on the 143.04 acre lot at this time. The subdivision will result in the creation of more than five lots in a Rural Use land use area and involves wetlands.

Project Description: The project consists of the conversion of a former computer services commercial use to an electrical contracting business office and electrical equipment and supplies storage commercial use, on the north side of NYS Route 86. The business will be operated Monday through Saturday from 7:00 a.m. to 5:00 p.m. Occasional use beyond the hours described herein may occur as necessary to operate the electrical contracting business, which is typical due to seasonal highs and lows in the workload of the business. A 30 foot x 40 foot addition will be constructed on the north side of the existing building formerly used for the computer services business. The existing building is located between the proposed addition and NYS Route 86 so that the addition will not be highly visible from the road. No retail sales of electrical products to the public or showrooms are proposed as part of this project.

Negative Declaration

Essex County - The Town of Willsboro, as lead agency, has determined that the proposed Higby Drive Subdivision will not have a significant adverse environmental impact. The action involves the Higby Drive Subdivision which is an 8-lot single-family residential housing subdivision of 7.67 acres on Higby Drive (off Middle Road/Woodlawn Drive/Richard Ave.) House lots will be supplied with municipal water and have individual on-site sewerage treatment. The project is located in the RM-2 zoning district (Town of Willsboro Ordinance). The project is located on the Essex County Real Property Tax Map No: 31.17-3-21.110.
