the 100 foot adjacent area of state wetlands, CI-5 & CI-30 and will disturb approximately

The Department has completed its initial
review of a Mined Land Reclamation permit
application submitted by Hakes for the renewal and modification of their current permit
for the Gang Mills mine. The modification would add 4.1 acres to the current 9.0 acre
life-of-mine (LOM) area. The mine will continue to operate as a traditional surface
excavation of gravelly loams, which are the predominate soil types on the site. The
current Mined Land Use Plan (MLUP) which describes mining and reclamation plans for
the site remains essentially unchanged. Final reclamation will restore the site to graded,
stabilized and re-vegetated open land. There are no changes proposed to mining
methods, hours of operation, rate of mining, truck traffic or final reclamation are
proposed. This facility has been subject to a previous environmental impact reviews in
compliance with State Environmental Quality Review Act (SEQRA) regulations, and the
determination has been reached that mining at this site is an allowable use which would
not result in significant adverse environmental impacts. The mine is on Hakes property
on the north side of U.S. Rt. 15, approximately 2 mi. south of Gang Mills.

The Department has received a Mined Land
Reclamation application from The Town of
Jerusalem for the expansion of the Town’s Highway Barn Gravel Pit. The applicant
proposes a 24.705 acre expansion of a 17.78 acre sand and gravel mine, to 42.485
acres, on the west side of Guyanoga Road in the Town of Jerusalem, Yates County, on
property totaling 42.485 acres. The mine site is bordered on the east by Guyanoga
Road, on the north by Champlin Road, and on the south by a tributary of Sugar Creek.
Operation of the mine will continue the
previous surface extraction of sand and gravel,
with crushing and screening material processing, into the adjacent expansion area.
Mining is not proposed for below the local water table. Excavation will be by front end
loaders, backhoes, and bulldozers, and will remove approximately 538,000 cubic yards
of sand and gravel from the site over the estimated 30 year operational life of the mine.
The maximum truck traffic from mining operations has been estimated by the applicant
to be 4 round trips per hour. Hours of operation will continue to be Monday through
Friday from 6 AM until 6 PM with no mining on weekends or holidays.
Final reclamation is proposed to partially
restore the site to forest and partially to
meadow. Part of the site will also continue to be used for Town Highway Department
operations. Reclamation will include the replacement of stockpiled topsoil and seeding
with an approved mixture.
The application is available for review
at the Region 8 NYSDEC office, and a copy of the
application materials has been sent to the Town of Jerusalem.
