This department has received
a request to issue a permit and has drafted an Article 19
(Air Pollution Control)
of the Environmental Conservation Law, an Air State Facility
Permit, at the facility located at Revere Copper Products, Seneca Street, Rome, NY
13440.
The department has made
a tentative determination to approve the application of the
Revere Copper Products facility, a copper products manufacturer. The State Facility
Permit allows the operations of emission units, U-ANNE1, U-CAST1, U-COMB1, U-FURN1, U-OVER1, U-PTNRM,
and the U-ROLL1, which includes the copper
annealing, furnaces to melt and pour copper and copper alloy, combustion sources for
heat, furnace to heat copper cake before rolling, shaving the outside of copper alloy
materials, coating operation, and the rolling of copper and copper alloy sheets. The
facility has capped out of Title V Permitting and Prevention of Significant Deterioration
(PSD) requirements by tracking and restricting it's emissions of Hazardous Air Pollutants
(HAPs), Particulates and PM-10 below major source levels. Individual HAP emissions of
10 tons per year and cumulative HAP emissions of 25 tons, 100 tons per year for
Particulates and PM-10 at the facility level, and 25 tons for Particulates and 15 tons per
year for PM-10 on emission at a process level. The application and Draft Air State
Facility permit are available in the Region 6 NYSDEC offices in Watertown and Utica,
New York.

will be 96 feet from the wetland boundary.

The
Department of Environmental Conservation (DEC) has received an application to
re-issue the following EPA minor Private/Commercial/Institutional State Pollutant
Discharge Elimination System (P/C/I SPDES) permit. DEC has made a tentative
determination to re-issue this permit for a five-year period, maintaining the current
effluent limitations and monitoring and reporting requirements. This permit involves a
surface discharge of a maximum amount of 3,000 gallons per day of treated sanitary
waste to the Grasse River.
Additional
information including the current permit, renewal applications, and
supporting documentation may be obtained from or inspected at the NYSDEC central
office in Albany. Substantive comments on the permit or requests for hearing or both
must be submitted in writing to the contact person.
