The Department has received
an application for the modification of the monitoring
requirements of the referenced wastewater discharge permit. The modifications include
replacing instream monitoring with end-of-pipe limits determined by BPJ/Water Quality
analysis, removing benzene limits due to the detection of minimal levels historically,
reducing the frequency of monitoring at Outfall 002 from monthly to semi-annually and
changing the analytical methodology for cyanide. These modifications are due to the fact
that the salt plant has been closed since 1995 and discharge to surface waters has
decreased as a result of the completion of most of the cleanup activities at the plant. This
facility discharges to Bidwells Creek and the Genesee River, both Class C waterbodies.
The Department has made
a tentative determination to approve this application. As a
tentative determination, the Department is seeking public comments prior to making a
final decision on permit issuance. A draft permit is available for review.

The City of Rochester proposes
to replace approximately 14,500 linear feet of existing
water supply conduit pipe, consisting of 24" diameter wrought iron pipe, between 2000
feet south of the intersection of NYS 15A and Jeffords Road and 2000 feet southeast of
the intersection of Plains Road and Junction Road in the Towns of Rush and Mendon. A
portion of the conduit will be relocated to the Lehigh Valley Linear Trail. The conduit
conveys potable water from Hemlock and Canadice Lakes to the Highland and Cobbs
Hill distribution system. The pipe and a temporary access road will be located partially
within and adjacent to Freshwater Wetlands RU-5 and RU-11 and will be constructed by
open trench method. A tributary of Honeoye Creek will be crossed. The file is available
for review and comment at the NYSDEC Region 8 office.

SPDES permit issued to Seneca Foods Corporation to discharge treated food waste to a
spray irrigation field which ultimately discharges to groundwater. The modification
includes a new spray irrigation field to be located east of Johnson Road, just south of the
town of Phelps, and including 60 acres within the towns of Seneca and Geneva and an
increase in flow rate to 1.61 million gallons per day. The file is available for review and
