The applicant proposes to
develop a 9 acre life of mine on a 163.8 acre parcel controlled
by the applicant, located 1.25 miles south of the Village of Mannsville, 300' south of
Balch Place Road, and 300' west of U.S. Route 11. Of the 9 acres, 3.6 acres of gravel
would be excavated below the water table to construct a pond, the remainder being used
for access road, temporary material stockpile area and topsoil berm, to be used for final
site reclamation. The pond would be incorporated as an expansion of the applicants
adjacent golf course facility. It is anticipated that mining would be concluded during the
5 year permit term and the site reclaimed. The site to be excavated is scrub/shrub wetland
and may require a permit from the U.S. Army Corps of Engineers.

The applicant proposes an
expansion at its solid waste management facility, located south
of State Route 177, approximately two miles east of Rodman. The expansion would
include approximately 112 acres of liner and 37 acres of additional area for supporting
facilities, such as: perimeter roads, landfill berms, and stormwater ponds. The proposal
will impact 12.85 acres of federally regulated scrub/shrub and wet meadow wetlands and
the relocation of approximately 4220' of intermittent streams. Several alternative designs
for the expansion were considered, with the Southern Alternative chosen due to remote
location, life span, and, in general, the minimization of environmental impacts over other
alternatives. Impacts to wetland and intermittent stream courses would be mitigated, in
cooperation with a qualified environmental organization.

continue to operate a solid waste management facility to use a
fluid bed dryer with a natural gas burner (Maximum Rated Capacity of 6 MMBTU/ Hr) to
dry paper mill sludge from various paper mills. The dried material will be either bagged
or used to fill socks, booms, and pillows. These products will be used by industrial and
commercial groups to absorb spilled petroleum products and other liquids.
