Since the permit last underwent
technical review in 1995 there have been significant
changes in the regulations, guidance and permitting practices applicable to the discharge.
Many of the applicable water quality standards have been modified during this period and
the new standards are reflected in revised water quality based effluant limits for several
parameters. Federal effluent guidelines for the landfills point source category became
effective in 2000. These guidelines necessitated the addition of additional parameters to
the permit. Additionally, a major revision to Department permitting guidance occurred in
1998 which resulted in changes in BPJ limits for a few parameters and significant
revisions to permit format and boilerplate. Finally, several years of untreated leachate has
been collected since the permit was last modified which supported the deletion of certain
parameters and a change in the monitoring frequency for others. These revisions are all
detailed in the proposed Draft Permit and Fact Sheet.The proposed effective date for
these modifications is 8/01/2005,.
