Regans Mill Water Company, Inc. has applied for a Water Supply permit (WSA
#10281) to replace its two existing wells with two new wells, identified as Well #3 & #4,
which have been pumptested for 72-hours at a maximum rate of 130 gallons per minute
(GPM) and 140 GPM, respectively. The new wells with be located 250 and 500 feet
southeast of existing Wells #1 & #2, which are to be capped, sealed and
decommissioned. This wellfield is located on Regans Mills Road, in the hamlet of South
Dover, Town of Dover, Dutchess County NY.

Department of Environmental Conservation (DEC) has received an application to
re-issue/re-new the following pre-existing EPA minor Private/Commercial/Institutional
State Pollutant Discharge Elimination System (P/C/I SPDES) permit. DEC has made a
tentative determination to re-issue/re-new this pre-existing permit for a five year term
maintaining current effluent limitations and monitoring and reporting requirements. This
permit involves the surface discharge through a sand filter of up to 4,000 gallons per day
of treated sanitary waste to the Kelsey Brook.
Additional
information on this permit may be requested from or inspected at the
NYSDEC Central Office in Albany. Substantive comments must be submitted in writing
to the contact person. To be called substantive, 6 NYCRR Part 621.7 requires public
comments "explain the basis of opposition and explain specific grounds..." for
opposition.

The applicant proposes
to construct 9 new bunk houses to increase the number of children
attending the existing summer camp known as Iroquois Springs, located between Adams
and Bowers Roads. 18,000 gallons per day (gpd) of wastewater from these residences is
proposed to be treated and discharged from Outfall # 012 to Fowlwood Brook, Index # D-1-39, Class B
during 3 months of the year. Additional existing Outfalls # 002 through #
011 discharge a total of 15,400 gpd to groundwaters. A Protection of Waters permit will
also be required for the installation of the surface wastewater outlet to the brook.
The Department has made
a tentative determination to issue a State Pollutant Discharge
Elimination System (SPDES) permit under Article 17 of the Environmental Conservation
Law. This tentative determination indicates that the discharge regulated under this statute
is considered to satisfy regulatory standards for permit issuance, based on information
available to the Department at this time. The application and draft permit, containing
N.Y.S. DEC proposed effluent limits and monitoring requirements, are available for
public inspection at the NYS Department of Environmental Conservation, Region 3, New
Paltz office. As a tentative determination, the Department seeks comments on the
proposed regulated activity prior to making a final decision on permit issuance. As such,
this tentative determination does not signify department approval for or endorsement of
the activity for which a permit is sought.
