Project Description: The action involves construction of a 14-foot gravel surface driveway within the designated recreational river area of West Stony Creek. The driveway will provide access to a proposed single family dwelling. The proposed dwelling is not subject to Agency review jurisdiction since it is not located within the designated river area. The driveway will be located within a 24-foot wide cleared alignment. Three culverts will be installed in existing drainageways (not permanent streams) and a ditch along Barlow Road.

Project Title: Nextel Partners, Inc.

Project Description: The project involves the attachment of three panel antennas to the existing 120 meter ski jump at the Intervale Ski Jumping Complex and the placement of an equipment shelter at the base of the ski jump with associated cabling and connections to electrical and telephone utilities. Two antennas will be centered at 257.7 feet on the northwest and southwest ski jump towers. The third antenna will be centered at 246.3 feet on the northeast tower. The antennas will be 6 ft. long, matt gray in color and flush mounted to the towers. The equipment shelter will be a 9 ft. x 16 ft. x 10 ft. panelized structure with a tan façade located within a fenced enclosure. Six, 5-6 ft. high cedar trees will be planted in front of the fence/equipment shelter to screen it.

Location: NYS Route 28 and Maple Street, Town of Forestport, Oneida County

Project Description: The application proposes a new commercial use, specifically a 2000-gallon above-ground fuel tank and integrated dispenser pump for sales of gasoline to snowmobilers. The business would operate from December 1st to April 15th, between 8 am and 11 pm, seven days a week. An attendant would perform the fueling; self-service is not proposed. The project site is a 0.43 acre parcel developed by a 900-square-foot residential structure. The site is bound on the north by 75 feet of frontage on NYS Route 28, on the east by 250 feet of frontage on Maple Road (a paved town road), and on the remaining two sides by private lands. The tank would be located approximately 200 feet from the mean high water mark of White Lake, located on the opposite side of Rte 28. Existing uses in the area, including residences, utilize individual on-site well water supplies and wastewater treatment systems.

The New York State Department of Environmental Conservation (NYSDEC) administers the Brownfield Cleanup Program (BCP) pursuant to State Environmental Conservation Law (ECL) 27-1400 et seq. The BCP was created to encourage the remediation and redevelopment of contaminated properties known as brownfields. The requestor indicated above has submitted a BCP application for remediation of the site indicated above.

NYSDEC will accept public comments concerning the application. A copy of the application and other appropriate documents (application package) is available in the site document repository located at the address indicated below.

Please note the application package includes the Draft Remedial Work Plan which describes how the contamination related to the site will be addressed. The Final Remedial Work Plan implements the decision document for the remedy selection process for the site.

NYSDEC will review the application package and public comments received and then make a determination on the eligibility of the application.
