The applicant proposes
to apply the liquid aquatic herbicide Glypro (active ingredient:
Glyphosate- 53.8%) to 20 acres of Lake Tibet (43.7 acres total.) These treatments are
proposed for the control of nuisance aquatic vegetation such as Watershield (Brasenia
scheberi,) Water lilies (Nyphaea spp.) and Spatterdock (Nuphar spp.)
Lake Tibet is wholly
owned by the Lake Tibet Park Association. The application has been
submitted on their behalf by the Town of Kent. The listed applicator is reported to be an
agent of Allied Biological, Inc. Enforcing water usage restrictions, as prescribed in
product labelling, is the responsibility of the applicant. The application materials area
available for public review and comment at the NYS DEC Central Office in Albany.
This proposal is consistent
with the Programmatic Environmental Impact Statements on
the Aquatic Vegetation Control Program of the Department of Environmental
Conservation (addressing Glyphosate and Fluridone) and their Findings dated 25 Jan
1995.

The applicant proposes
to construct 9 new bunk houses to increase the number of children
attending the existing summer camp known as Iroquois Springs, located between Adams
and Bowers Roads. 18,000 gallons per day (gpd) of wastewater from these residences is
proposed to be treated and discharged from Outfall # 012 to Fowlwood Brook, Index # D-1-39, Class B
during 3 months of the year. A new subsurface discharge of 1,300 gpd is
also proposed from Outfall # 010. This discharge combined with the existing Outfalls #
002 through # 009 and # 011 discharge a total of 15,400 gpd to groundwaters. A
Protection of Waters permit will also be required for the installation of the surface
wastewater outlet to the brook.
The Department has made
a tentative determination to issue a State Pollutant Discharge
Elimination System (SPDES) permit under Article 17 of the Environmental Conservation
Law. This tentative determination indicates that the discharge regulated under this statute
is considered to satisfy regulatory standards for permit issuance, based on information
available to the Department at this time. The application and draft permit, containing
N.Y.S. DEC proposed effluent limits and monitoring requirements, are available for
public inspection at the NYS Department of Environmental Conservation, Region 3, New
Paltz office. As a tentative determination, the Department seeks comments on the
proposed regulated activity prior to making a final decision on permit issuance. As such,
this tentative determination does not signify department approval for or endorsement of
the activity for which a permit is sought.
