Chautauqua County - The Chautauqua County Department of Public Facilities, as lead agency, has determined that the proposed Remedial Action at the Former Roblin Steel Site, Dunkirk, NY will not have an adverse environmental impact. The action involves the cleanup of the former Roblin Steel Site, which is a municipal brownfield site located in the City of Dunkirk, NY. The project site was most recently occupied by a steel mill that was closed, dismantled and partially demolished in the late 1980's. Chautauqua County acquired the project site via tax foreclosure in 2001. The cleanup to be performed at the site will be consistent with the Record of Decision (ROD) issued by the NYSDEC on March 31, 2005, and is intended to eliminate threats to human health and the environment posed by the chemical and physical hazards detected at the site as a result of a Site Investigation/Remedial Alternatives Reporting Program conducted under the NYSDEC Environmental Restoration Program. Cleanup of the site is also intended to render the property suitable for commercial and/or industrial redevelopment, and will be performed with oversight by the NYSDEC and NYSDOH. The cleanup program will include the excavation and off-site disposal of contaminated soil/fill sediment and asbestos; installation of pavement and/or soil cover; groundwater remediation via enhanced natural attenuation; installation of sub-slab vapor venting system for the existing building; imposition of an institutional control in the form of an environmental easement; implementation of a Site Management Plan addressing institutional and engineering controls are in place and being maintained. The project is located at 320 S. Roberts Road in the City of Dunkirk, NY.
