The New York State Department of Environmental Conservation (NYSDEC) administers the Brownfield Cleanup Program (BCP) pursuant to State Environmental Conservation Law (ECL) 27-1400 et seq. The BCP was created to encourage the remediation and redevelopment of contaminated properties known as brownfields. The requestor indicated above has submitted a BCP application for investigation of the site indicated above.

NYSDEC will accept public comments concerning the application. A copy of the application and other appropriate documents (application package) is available in the site document repository located at the address indicated below.

Please note the application package includes the Draft Remedial Investigation Work Plan which describes the remedial activities to be conducted to investigate and determine the nature and extent of the contamination related to the site.

NYSDEC will review the application package and public comments received and then make a determination on the eligibility of the application.

PUBLIC MEETINGS
PROPOSED OIL AND GAS LEASE SALE
STATE LANDS
BROOME, CAYUGA, CHEMUNG, CORTLAND, SCHUYLER, STEUBEN, TIOGA AND TOMPKINS COUNTIES

The New York State Department of Environmental Conservation (DEC) is proposing to lease 21,000 acres of state reforestation and multiple use lands in Broome, Cayuga, Chemung, Cortland, Schuyler, Steuben, Tioga and Tompkins counties for oil and gas exploration and development. DEC will hold a public meeting at the Holiday Inn, Cortland, Cortland County on June 27, 2005 from 5 p.m. to 10 p.m. and on June 28 from 9 a.m. to 1 p.m. A second public meeting will be held at the Holiday Inn, Elmira, Chemung County on June 28 from 6 p.m. to 10 p.m.; and on June 29 from 9 a.m. to 1 p.m. DEC staff will provide information on the state land leasing program and gather oral and written public comments on the proposed sale.

The public meetings will feature informational stations with staff from the Departmentís Divisions of Mineral Resources and Lands and Forests to explain historical state land leasing, the proposed state land sale, drilling permit conditions, seismic technology, Trenton/Black River gas fields in the area and surface management objectives. The public is encouraged to submit written and oral comments at the sessions. Oral comment sessions will begin at 7 p.m. (Cortland) and 8 p.m. (Elmira) at the evening sessions and at 11 a.m. during the morning sessions. A 30 minute presentation by DEC staff will be made at the beginning of the oral comment sessions. Written comments can also be submitted via DECís website to dmnog@gw.dec.state.ny.us or by mail to Charles Gilchrist, Division of Mineral Resources, 625 Broadway, 3rd Floor, Albany, NY 12233-6500 and will be accepted until July 29, 2005. Leases are granted in accordance with the terms of Article 23, Title 11 of the Environmental Conservation Law. The Primary Term is 5 years with delay rental payments of $5.00 per acre per year. Royalty payments are one-eighth (12.5%) of total production. Special Conditions are incorporated in the lease on an area-specific basis to further protect public safety, the environment and surface management of the property. Surface entry may be restricted in parts of some areas due to steep slopes, wetlands, protected species, cultural and historical resources and public recreation.

Attendees may arrive anytime between the stated times, but are encouraged to allow ample time to view the stations and discuss the proposal with DEC staff. Negative Declaration

Seneca County - The Town of Varick, as lead agency, has determined that the proposed LDS Seneca Lake Youth Camp will not have a significant adverse environmental impact. The action involves construction of camp buildings and related structures. The project is located on East Lake Road in the Town of Varick.
