The applicant proposes to
install a sanitary sewer forcemain across a portion of State-designated Freshwater Wetland WF-6 (Class
II) for the purposes of serving a new 63-lot
residential subdivision to be known as Shamrock Hills. The project site is a parcel of
approximately 104 acres located on the north side of Olde Hopewell Road (Co. Rte. 28),
approximately 1.9 miles east of the intersection with US Rte. 9. The proposal involves
crossing about 60 linear feet of the wetland and about 490 linear feet of the wetland 100-foot adjacent
area for installation of the 8-inch diameter sewer forcemain. In addition
about 27,000 square feet of the wetland 100-foot adjacent area located within an existing
utility corridor will be regraded for installation of sanitary and storm sewer lines.

The applicant has requested
a permit for an existing surface discharge of 21,000 gallons
per day (gpd)(Outfall # 003) and an existing sub-surface discharge of 5,423 gpd (Outfall #
001) of treated sanitary wastewater from an existing summer bungalow colony known as
Camp E-Mu-Nah, located on State Route 52, East of Greenfield Park. Outfall # 003 is
discharged to the West Branch of Beer Kill, Index # H-139-14-38-3-1, Class B(ts) during
3 months of the year.
The applicant also proposes
to construct 6 new bunk houses to add 120 more children to
the summer camp. This will require a new sub-surface discharge of 4,800 gpd (Outfall #
004).
The Department has made
a tentative determination to issue a State Pollutant Discharge
Elimination System (SPDES) permit under Article 17 of the Environmental Conservation
Law. This tentative determination indicates that the discharge regulated under this statute
is considered to satisfy regulatory standards for permit issuance, based on information
available to the Department at this time. The application and draft permit, containing
N.Y.S. DEC proposed effluent limits and monitoring requirements, are available for
public inspection at the NYS Department of Environmental Conservation, Region 3, New
Paltz office. As a tentative determination, the Department seeks comments on the
proposed regulated activity prior to making a final decision on permit issuance. As such,
this tentative determination does not signify department approval for or endorsement of
the activity for which a permit is sought.
