Suffolk County - The Central Pine Barrens Joint Planning & Policy Commission, as lead agency, has accepted a Final Environmental Impact Statement on the proposed KeySpan’s Gas Transmission Main Reinforcement Project Phases IV & V. The action involves KeySpan's Gas Transmission Main Reinforcement Project Phases IV & V Core preservation area hardship waiver based on compelling public need for Keyspan's Gas Transmission Main Reinforcement Project Phases IV & V. Phase IV involves the installation of a 20 inch gas transmission main pipeline, approx. 5 miles long, extending from the eastern terminus of KeySpan's Phase III at the Long Island Expressway(LIE) and Ryerson Avenue in the Town of Brookhaven and terminating at an existing regulating station and existing 8 inch pipeline at Edwards Avenue and River Road in the Town of Riverhead. Six alternative routes were originally considered for Phase IV, now three routes, Route A, Route B' and Route E (Mill Road) were evaluated in the DEIS. KeySpan's preferred route is Mill Road (Route E) that will run from Ryerson Avenue and LIE north along Raynor Road, the east along North Street to Mill Road. Route A is located in the controlled access area of the LIE and Route B' is located within the LIE Service Road Utility Corridor. All routes terminate at Edwards Avenue and River Road. Phase V involves the installation of 15,000 ft of 20 inch main from the end of Phase IV, along the south shoulder of Nugent Drive to connect to an existing 12 inch main at the intersection of the LIPA electric transmission right-of-way, west of the Suffolk County jail. The project location is Phase IV located in the Towns of Brookhaven, and Riverhead. Phase V is located in the Towns of Riverhead and Southampton.
