The applicant proposes to
dredge 21.1 acres of a shallow, 30 acre pond at the headwaters
of a protected stream, located on private property owned by Daniel Casper, approximately
0.3 miles south of the Merrill Rd and Rt 99 intersection, in the Town of Franklin,
Franklin County. The purpose of the project is to improve the quality of the pond,
construct two islands, and enhance fish and wildlife habitat.
