to a maximum depth of 4 ft. below mean low water. Resultant 25 cubic yards of dredged
material and 55 cubic yards of upland fill to be used as backfill. Construct a single family

The Department has prepared
a Draft Permit pursuant
to Article 19 (Air State Facility) of the
New York State Environmental Conservation Law (ECL) and made a tentative determination to
approve this application for the Applicant’s facility located in Suffolk County, New York.
The applicant proposes
to construct a new concrete production facility to be located in Calverton,
in the Township of Riverhead, New York.. Production operations are expected to consist of the
drying and cooling of wet ground aggregate, which will be mixed with cement and bagged. The
bagged cement will be sent to an automatic bag palletizer.
The operation of
the facility will be restricted to 6,000 hours per year to minimize any impact of
fine particulate emissions. The facility will be permitted under the New York State regulations
6NYCRR Part 2015 (State Facility Permits) and Part 2017 (Federally Enforceable Emission
Caps), and will be subjected to the state regulations Part 200 (General Provisions), Part 212
(General Process Emission Source), Part 225-1 (Fuel Sulfur Limitation).
By acceptance of
this permit, the permittee agrees that the permit is contingent upon strict
compliance with ECL, all applicable regulations, the General Conditions specified and any
special conditions as part of this permit.
The Application and
Draft Permit are available for review at the Regional Office of the New
York State Department of Environmental Conservation.

create a 10.70 acre lined drainage pond which requires the
removal of 148,083 cubic yards of material with a proposed bottom elevation of 87.5 ft.
mean sea level and a 2.38 acre recharge basin which requires the removal of 48,772 cubic
yards of material with a proposed bottom elevation of 81 ft. mean sea level. The
excavated material will be utilized on site where possible with the remainder to be
trucked off site to an upland location. The ponds are being created in association with the
subdivision of the property and construction of single family homes and other
miscellaneous facilities. The 108.44 acre site is located on the northwest corner of
Nesconset-Port Jefferson Highway and Moriches Road intersection, Towns of Smithtown
and Brookhaven, County of Suffolk, Tax Map Nos. 0800-87-04-3, 8, 9, 10, 11 & 16, and
