2005 State Land Classification Proposals
PLEASE TAKE NOTICE that five public hearings will be held by the Adirondack Park Agency pursuant to Section 816 of the Adirondack Park Agency Act to classify or reclassify certain State lands within the Adirondack Park. The action involves 70 State land classification proposals totaling approximately 47,575 acres and eight (8) State land reclassification proposals totaling an estimated 26,308 acres. Total acreage involved in the action is approximately 73,880 acres. Three (3) alternatives are presented for the proposed classification of the lands to the east and adjacent to the Carry Falls Reservoir Areas in St. Lawrence County. The classification proposals involve lands in nine (9) counties including: Essex, Franklin, Hamilton, Herkimer, Lewis, St. Lawrence, Saratoga, Warren and Washington.
The proposed action involves only the classification or reclassification of State lands according to the provisions of the Adirondack Park State Land Master Plan. This action does not authorize the development of new structures or improvements without prior SEQRA assessment by the NYS Department of Environmental Conservation and/or the Adirondack Park Agency. Oneida County - The New York State Department of Environmental Conservation (DEC), as lead agency, has accepted a Draft Environmental Impact Statement on the proposed application (6U0528) to stock triploid carp by the Otter Lake Improvement Association in Otter Lake, Town of Forestport. The action involves the applicant proposing to stock approximately 1,000 triploid grass carp into Otter Lake as a biological control of aquatic plants, primarily bladderwort, which is a known preferred food item of the fish. An aquatic plant survey in 1999 indicated bladderwort and naiad were at a high density and interfering with recreation use of the lake. To keep the grass carp in the lake, a fish barrier has been constructed at the outlet of Otter Lake. It will be maintained by the applicant. Monitoring of the native fish community and aquatic plants will be done for a minimum of three years.
