Project Description: This facility was previously permitted as a Title V, major facility. The facility has recently implemented changes at the plant significantly reducing plantwide emissions to less than 50% of the major facility threshold.  This emission reduction allows the facility to propose an application for a Air State Facility Permit rather than the current Title V.

Project Location:  The existing facility is located on Hudson Avenue in the City of Hudson, Columbia County.

Public Notice: The New York State Department of Environmental Conservation (NYSDEC) hereby notices a complete application and proposed Air State Facility permit conditions for the WB McGuire Facility.

Document Availability/Public Comments: A copy of the final draft permit can be obtained from the NYS Department of Environmental Conservation offices, Region 4 Headquarters at 1150 North Westcott Road, Schenectady, NY 12306, between 9:00 AM and 4:00 PM, Monday through Friday or by calling Michael Higgins, Project Manager at (518) 3572454.

Comments will be received for 30 days from the date of this notice.  If comments are received which raise significant issues or provide additional relevant information, the Department may modify the draft Air State Facility Permit.

The applicant proposes to construct a 150' x 6' wooden boardwalk (to provide public access to trials) within the wetland and wetland adjacent area of Freshwater Wetland EC-122 at the Ooms Conservation Area at Sutherland Pond off of Rock City Road, in the Town of Chatham.  

The applicant proposes to repair a bank failure along Schell road by stabilizing approximately 220 feet of streambank of Fox Creek using steel sheet piling and heavy stone rip rap.  The project is located off State Route 443 at Schell Road.
