Cardinal Health, headquartered
in Woodland Hills, CA, has applied for a Part 360 Solid
Waste Management Facility Permit and a Part 380 Radiation Control Permit to prepare,
distribute, and store unit-dose radio pharmaceuticals for use in the medical industry.
Cardinal Health is currently permitted and operating at 830 Linden Avenue, in Rochester,
NY and proposes to move their operations to 110 Science Parkway, Rochester, NY,
adjacent to the Cardinal Health PET manufacturing facility. Typical operations will
include preparation and transportation of radio pharmaceuticals in single-dose form,
typically syringes, contained in lead-lined plastic sleeves, inside ammunition cans. After
the doses are administered at the medical facility, the spent syringe is returned to Cardinal
Health in the same protective containers and stored until radioactive background levels
are reached. A maximum of 1,500 pounds of regulated medical waste will be stored on-site. The
facility will be equipped with a roof top charcoal filtration unit to control
discharges of iodine-131 and iodine-123. A 360 permit is required to store the regulated
medical waste and a 380 permit is required to authorize and control emissions of
radioactive materials. The 380 permit will require air monitoring to assure that the
facility will be in compliance with applicable discharge limitations; the air from a fume
hood will be controlled and emissions will be maintained well below the regulatory
limits. The permit application materials and SEQR documentation are available for
