The Flag Container facility
operated by Flag Container Services, Inc. (Applicant) and
located at 11 Ferry Street, Staten Island, NY, is seeking to modify their Construction and
Demolition Waste Transfer Station and Recyclables Handling and Recovery facility
permit (DEC Permit No. 2-6101-00020/00001). The modification request is two fold; 1)
to introduce a waterfront component to their operation for the purposes of shipping
outbound construction and demolition residuals via a 4,000 ton hopper barge to
Chesapeake, Virginia, and 2) to increase the storage capacity from 3,000 cubic yards
(2,250 tons) to 12,000 cubic yards (9,000 tons).
To prepare for the waterfront
operation the Applicant will need to dredge approximately
6,000 cubic yards of river bottom sediments to a depth of 16 feet below mean low water
with a two foot allowable overdepth. Waterfront operations will include a permanent spill
skirt along the bulkhead line to prevent accidental spilling of residual waste into the Kill
van Kull during the barge loading process; the installation of a new collection sump and
associated drain pipes; and the paving of the unpaved areas in the northeast section of the
facility. Waste will be transferred from landside to the waiting hopper barges via a crane
with a heavy-duty environmental clamshell bucket. Using hopper barges to transport the
waste to Virginia will reduce truck traffic in the area by approximately 55 truck trips per
day.
The purpose of the request
for an increase in storage capacity is to accommodate the
volume of the hopper barges that will be moored at the facility. The Applicant will be
using 4,000 ton hopper barges in their operation. The 9,000 ton storage capacity allows
for a full hopper barge (4,000 tons) tied to the bulkhead, the unexpected return to the
facility of a fully loaded hopper barge (additional 4,000 tons) and another 1,000 tons of
waste on the upland facility awaiting loading onto the next available hopper barge.
The Applicant has prepared
an enhanced Public Participation Plan as required by
NYSDEC policy “CP-29 Environmental Justice and Permitting” (March 2003). A Public
Participation meeting was held on April 26th, 2005 at the Port Richmond Library. The
Applicant has established a Document Repository at the Port Richmond Library, located
at 75 Bennett Avenue, Staten Island, NY 10302.

Atlantic Salt, Inc. (Applicant)
proposes to demolish derelict buildings along the
waterfront at their 561 Richmond Terrace, Staten Island location. Buildings will be
demolished in phases, starting with building #6. Demolition of buildings will be down to
the top surface of existing first floor level and will be in accordance with plans submitted
to the Department. Demolition debris will be processed onsite, with some being
beneficially reused on site, as allowed by 6NYCRR Part 360-1.15(b). Proposed reuses
include fill to regrade areas and/or subbase under areas proposed for asphalt paving.
Demolition debris will not be used nor will regrading occur in in areas designated as tidal
wetland adjacent area. All unsuitable material will be disposed of off-site at licensed
landfills.
