a water treatment system comprised of settling tanks and air strippers prior to being
discharged into an existing stormwater catch basin that ultimately discharges into the

this application for a STATE FACILITY PERMIT FOR THE COLLEGE CAMPUS CENTRAL
HEATING PLANT FACILITY. THERE WILL BE TWO HOT WATER BOILERS BURNING
NATURAL GAS OR NO. 2 OIL. ONE BOILER IS RATED AT 63.3 MMBTU/HR AND THE
OTHER AT 31.65 MMBTU/HR. THERE WILL ALSO BE ONE LEAN-BURN GAS-FIRED
ENGINE COGENERATING HOT WATER AND UP TO 1780 KW OF ELECTRICITY FOR
THE CAMPUS. SOME CAMPUS BUILDINGS HAVE EXEMPT (LESS THAN 10
MMBTU/HR) BOILERS/HOT WATER HEATERS. ALSO THERE ARE EXEMPT
EMERGENCY GENERATORS. THE APPLICANT IS SEEKING TO CAP THE POTENTIAL

reconstruct an existing bulkhead in place; increase the
bulkhead elevation by 18"; reconstruct an existing walkway; increase the walkway
elevation by 5"; reconstruct an existing 18 foot by 10 foot dock; and dredge a 30 foot by
150 foot area of Brushes Creek adjacent to the bulkhead. Approximately 70 cubic yards
of dredged material will be placed landward of the bulkhead and approximately 230 cubic
yards of dredged material will be disposed of at an upland location. Brushes Creek is
considered a NYSDEC regulated tidal wetland and the proposed dredging is considered
